HOUSTON (Reuters) – Texas Gov. Rick Perry on Friday signed energy legislation to encourage more natural gas production and require energy companies to disclose chemicals used in hydraulic fracturing, a drilling method that has raised environmental concerns.

With the signing, Texas becomes the first state to require energy companies to disclose chemicals used in the hydraulic fracturing process, where drillers blast pressurized water and chemicals deep underground to break rocks and release gas or oil from coal beds, shales and tight sands.

The technique known as “fracking” has revolutionized the domestic natural gas industry and led to a boom in drilling in Texas shale rock formations like the Barnett and Eagle Ford plays but has raised concerns about ground water contamination.

Natural gas drillers like ExxonMobil are seeking to avoid regulation of the practice under federal drinking water rules set by the Environmental Protection Agency and have said they prefer state-imposed rules instead.

Perry, the longest serving Texas governor, is a staunch conservative who is weighing a bid to become the Republican Party’s candidate to challenge Barack Obama in 2012.

“These bills will help us stay on top by expanding our use of Texas sources of fuel, while addressing public concern about air and groundwater quality,” Perry said at a signing ceremony in Denton, Texas.

Perry spoke at a Peterbilt Motors Company truck factory in North Texas in the Barnett shale region where hydraulic fracturing drilling techniques were pioneered by Houston oilman George Mitchell.

Two U.S. states with newly developing shale gas deposits — New York and Pennsylvania — have both imposed restrictions on hydraulic fracturing due to environmental concerns, although New York is considering allowing drilling to resume.

Perry is a strong advocate for traditional oil and gas drilling, and has also supported efforts that have made Texas the nation’s biggest producer of electricity from windmills.

Perry signed two other energy-related items, giving incentives for heavy-duty natural gas-powered vehicles and requiring more air quality monitoring in the Barnett Shale.

The American Natural Gas Association, an industry group, applauded the legislation.

“We encourage leaders to consider Texas as a model of how natural gas can play a growing role in advancing clean, domestic energy choices,” the group said in a statement.

GENEVA (Reuters) – Five million people are at risk of cholera in drought-hit Ethiopia, where acute watery diarrhea has broken out in crowded, unsanitary conditions, the World Health Organization (WHO) said on Friday.

Cholera, an acute intestinal infection, causes watery diarrhea that can quickly lead to severe dehydration and death if treatment is not promptly given, according to the United Nations agency.

“Overall, 8.8 million people are at risk of malaria and 5 million of cholera (in Ethiopia),” WHO spokesman Tarik Jasarevic said in a note sent to journalists.

Ethiopian health officials have confirmed cases of acute watery diarrhea in the Somali, Afar and Oromiya regions of Ethiopia, he told Reuters. “It is not confined to the refugees.”

WHO is delivering emergency health kits to Ethiopia and helping train health workers in treating malnutrition and in detecting disease outbreaks, he said.

Drought across the Horn of Africa, now affecting more than 11 million people in Ethiopia, Djibouti, Kenya and Somalia, has increased the risk of the spread of infectious diseases, especially polio, cholera and measles, the WHO says.

“So far WHO has not received any report of polio cases, it really important to help countries to keep their polio-free status,” Jasarevic said.

Somalis fleeing severe drought and intensified fighting have been arriving at the rate of more than 1,700 a day in Ethiopia, where 4.5 million people now need assistance, nearly a 50 percent rise since April, he said.

MEASLES RISK

Two million children in Ethiopia are at risk of catching measles, a disease that can be deadly in children, he said.

Ethiopian officials reported 17,584 measles cases and 114 deaths during the first half of the year, UNICEF spokeswoman Marixie Mercado said. The majority of cases were in children.

Measles has also broken out in the sprawling Kenyan Dadaab camps, with 462 cases confirmed including 11 deaths, Jasarevic said.

Dadaab, an overcrowded complex of three camps, now holds some 440,000 refugees, the U.N. refugee agency said on Friday.

UNHCR plans to begin a massive airlift this weekend to bring tents and other aid supplies to the remote border region, spokesman Adrian Edwards told a news briefing.

A Boeing 747 flight carrying 100 tonnes of tents is expected to land in Nairobi on Sunday, he said. Six further flights were planned over the next two weeks.

U.N. High Commissioner for Refugees Antonio Guterres welcomed an announcement by Prime Minister Raila Odinga on Thursday that Kenya is to open an extension to the camps to ease congestion at Dadaab, where 1,300 Somali refugees arrive daily.

“It will prevent congestion increasing further in the short term. Obviously larger needs relate to the need to undertake humanitarian efforts inside Somalia itself,” Edwards said.

The United Nations carried out its first airlift of emergency supplies in two years to southern Somalia — an area controlled by al Shabaab rebels — on Wednesday, UNICEF said.

“Ten health kits, each sufficient to treat 10,000 people over 3 months are also en route via road,” Mercado said.

WASHINGTON (Reuters) – Fiery reds and oranges nearly covered the United States on meteorologist maps as a massive heat wave hit hard in much of the country on Saturday.

Temperatures averaged up to 15 degrees above normal, with most peaks in the 90s but triple digit heat expected to strike from Montana to New Mexico, according to lead meteorologists for The Weather Channel and The National Weather Service.

Paired with oppressive humidity, temperatures will feel even hotter, as measured by the heat indexes.

The NWS issued excessive heat warnings and watches for the Midwest from Texas to Canada, and heat index values over 110 degrees Fahrenheit (43 C) are possible for portions of the central and eastern United States by the middle of next week.

Locations affected are expected to see temperatures and heat indexes of up to 117 degrees (47 C), including cities like Minneapolis where that is extremely rare.

“The stage is being set for a massive heat wave to develop,” the National Weather service warned on Thursday.

“When your body temperatures rises on a hot day, as much as two liters of sweat can pour out of … sweat glands each hour,” said Weather Channel Senior Meteorologist Jonathan Erdman, meaning your body has a harder time keeping cool.

Meteorologists predict the heat wave will hang on through as late as Friday of next week. Following record heat that has already blasted the country from early June, the prolonged high temperatures pose special dangers to children and the elderly and economic pain to farmers and ranchers.

While the year is entering its hottest time — the latter half of July — an exceptional drought is exacerbating summer heat that has broken daily, monthly and all-time record highs over the last couple of months.

The U.S. Department of Agriculture said on Friday that drought and wildfires through spring and early summer have affected millions of acres of cropland, forests and grasslands across the United States.

In a statement directed to farmers and ranchers in states affected by extreme weather, the USDA said drought conditions stretch from Arizona to the southern Atlantic states.

In Colorado, the NWS forecasts temperatures to soar near triple digits in the northern part of the state over the weekend, after 10 straight days of monsoon rains.

The southern part of the state did not see the rains, and it remains in the grips of a multiyear drought that prompted Colorado Governor John Hickenlooper this week to request federal drought assistance in eight counties.

Most of Utah is expected to see temperatures in the 90s over the weekend, according to the NWS, which also issued a red-flag warning for extreme wildfire conditions in the southwest and central parts of the state.

Several deaths in Tennessee, large swathes of which are rural and poor, have been attributed to the prolonged heat wave — in a few cases, due to a lack of proper air conditioning.

Memphis Light Gas and Water began an emergency reconnection program Friday for people who had been cut off for lack of payment, letting them reconnect to the electricity that powers cooling systems for one price, no matter how much they owe.

Next week the massive high pressure ridge suppressing storm and cold fronts is expected to move from the central United States to the east, spreading increasing heat to the Mississippi and Ohio regions and East Coast.

A TURNING POINT IN HISTORY

When the economy crashed in 2008, it cost American taxpayers trillions of dollars. Faced with a historic market meltdown, the worst recession in three generations, plus government guarantees that exceed the cost of every war the United States has ever fought, American taxpayers are understandably furious. It is pretty much the same story around the world. Many people are reviving calls for updated regulations, more government intervention, and even the breakup or nationalization of the big banks. In the meantime, the lingering effects of the financial meltdown threaten to engulf not just companies but entire countries in a sovereign debt crisis. In early 2010, Greece appeared unable to make good on its debt payments to worldwide bondholders. The fear about state defaults quickly spread to Spain, Portugal, and Ireland in a fiscal domino effect that jeopardizes all sixteen nations sharing the euro as a common currency. Governments everywhere are awash with unprecedented and potentially unsustainable debt. The United States looms largest, with Congress contemplating a budget that by 2020 would nearly double America’s national debt, to $22 trillion — twice the size of the U.S. economy. Clearly we need to rethink the old approaches to governing the global economy. But rebuilding public finances and restoring long-term confidence in the financial services industry in the United States and other nations will require more than government intervention and new rules; it’s becoming clearer that what’s needed is a new modus operandi based on new business principles like transparency, integrity, and collaboration.

The financial system is not the only institution that’s in desperate need of a makeover. The sparkling possibilities described above contrast sharply with the precipitous decline of the industrial economy as a whole. Many of the institutions that have served us well for decades — even centuries — seem frozen and unable to move forward. Sure, the industrial economy brought us three centuries of unprecedented productivity, knowledge accumulation, and innovation that resulted in undreamt-of wealth and prosperity. But that prosperity has come at a cost to society and the planet. And it is clear that the wealth and security enjoyed in advanced economies may not be sustainable as billions of citizens in emerging markets aspire to join the global middle class. If we continue on a business-as-usual path, today’s global instability will surely increase. Indeed, we believe the world has reached a critical turning point: reboot all the old models, approaches, and structures or risk institutional paralysis or even collapse. It’s a question of stagnation versus renewal. Atrophy versus renaissance. Society has at its disposal the most powerful platform ever for bringing together the people, skills, and knowledge we need to solve many of the issues plaguing the world. And if this book shows anything, it’s that good things happen when we, as individuals and as organizations, seize the opportunity to contribute our ideas, our passion, and our creativity. The question is whether the world is ready to truly embrace the social and economic innovations that this collaboration could unleash.

This may sound like a fairly radical perspective, but it’s one that mainstream voices increasingly endorse. None other than Time magazine recently saw fit to ring the alarm bells over the trouble it sees on the horizon. In a special feature on the ten ideas that will define the next ten years, Christopher Hayes asserts that it is twilight time for the elites. He says, “In the past decade, nearly every pillar institution in American society — whether it’s General Motors, Congress, Wall Street, Major League Baseball, the Catholic Church or the mainstream media — has revealed itself to be corrupt, incompetent or both. And at the root of these failures are the people who run these institutions, the bright and industrious minds who occupy the commanding heights of our meritocratic order. In exchange for their power, status and remuneration, they are supposed to make sure everything operates smoothly. But after a cascade of scandals and catastrophes, that implicit social contract lies in ruins, replaced by mass skepticism, contempt and disillusionment.” So what are we to do in the wake of this broad-based implosion? This new decade, Hayes suggests, will have to be about reforming our institutions to reconstitute a more reliable and democratic form of authority.

In fact, the evidence is growing daily that a powder keg of sorts is in the making. Fifteen million people between the ages of fifteen and twenty-four were out of work in North America and Europe as of this writing. There was 25 percent youth unemployment in France and Italy. In Spain, 45 percent of young people were jobless. At these levels, we are talking about structural unemployment for the whole generation and the picture ain’t getting any rosier. Youth jobs are likely to be the last to come back after the recession and research shows that prolonged periods of unemployment can have lasting effects on one’s career prospects as skills and education quickly get dated. The risk that a large cohort could fall behind has policy makers questioning how they’re going to prevent a “lost youth generation” from becoming one of the recession’s long-term casualties. Is there a way forward? Don’t look to the government or the big corporations for the answers. The Kauffman Foundation’s analysis of recent U.S. Census Bureau data shows that companies less than five years old create nearly two thirds of net new jobs in America. In other words, if the U.S. economy is going to have a sustained recovery in jobs, it will be up to entrepreneurs to lead the way.

Indeed, as the global economic crisis forced companies in every sector to cut their costs to stay alive, many began to see that hunkering down, while necessary, was insufficient for long-term success. From manufacturing to retail, smart managers have begun to initiate long overdue changes to their structures and strategies. It seems there is growing consensus that we are finally entering a very different economy. Economist Robert Reich asks, “What will it look like? Nobody knows. All we know is the current economy can’t ‘recover’ because it can’t go back to where it was before the crash.” Instead he suggests, “we should be asking when and how the new economy will begin.”

WASHINGTON (Reuters) – U.S. and Romanian police have arrested more than 100 people in a year-long effort to stop Internet fraud schemes that have cost Americans more than $100 million, the U.S. Justice Department said on Friday.

Romanian police carried out 117 raids on Friday, the Justice Department said. They arrested 90 people in sweeps in nine cities, the BBC reported.

The schemes worked like this: Romanians posing as U.S. citizens would advertise on Craigslist or eBay websites that they were selling a car or boat or other expensive item, and offer delivery if the seller wired money to them.

Once the money was sent, people called “arrows” would retrieve it, often using faked identities.

“They would subsequently wire the funds overseas, typically to individuals in Romania, minus a percentage kept for their commissions,” the Justice Department said.

Police have arrested “arrows” or money mules in Florida, Kentucky, Missouri, Pennsylvania and Texas in the past 18 months.

Most are charged with wire fraud or related charges. Several have pleaded guilty.

This type of fraud — failure to deliver promised merchandise in Internet sales – was the most common form of Internet fraud last year, according to FBI data in the 2010 Internet Crime Report.

BOSTON (Reuters) – Apple Inc has plugged a hole in the software that runs iPhones, iPads and iPod Touch music players that could allow hackers to take remote control of those devices.

The security flaw came to light nine days ago as the website www.jailbreakme.com released code that Apple customers can use to modify the iOS operating system that runs those devices through a process known as “jail breaking.”

Some Apple customers choose to jail break their devices so they can download and run applications that are not approved by Apple or use iPhone phones on networks of carriers that are not approved by Apple.

The jailbreaking code exploited a vulnerability in iOS that had not previously been disclosed. Its release gave criminal hackers a blueprint they could use to build malicious software that would exploit the vulnerability.

Now that the security patch has been released, Apple customers will be protected against any such malware as long as they install the software updates on their equipment.

Security flaw in iOS software have the potential to affect millions of devices that are at the core of Apple’s business.

Apple has sold 25 million iPads since it launched last year. The company sold over 18 million of its popular iPhones in just the first three months of the year.

NEW YORK (Reuters Health) – Older adults who get very little vitamin C in their diets may have an increased risk of developing cataracts, a study in India finds.

Cataracts are a clouding of the eye’s lens that commonly cause vision problems in older people. Some studies, but not all, have found that people with higher intakes of antioxidants, including vitamin C, may have a lower risk of developing the condition.

But those studies have been done in Western countries — and not in lower-income countries like India, where people’s vitamin C levels tend to be very low and rates of cataract are particularly high.

For the new study, researchers evaluated more than 5,600 Indian adults age 60 and up for cataracts. They also interviewed them about their diets and lifestyle habits, and measured their blood levels of vitamin C.

Overall, nearly 73 percent of the study participants were found to have cataracts. But that risk dipped as vitamin C blood levels and vitamin C intake rose.

In the roughly one-quarter of older adults with the highest vitamin C levels, the risk of cataract was 39 percent lower than in people with the lowest levels of the nutrient. That was with factors like income, smoking habits, high blood pressure and diabetes taken into account.

But vitamin C levels were generally very low. More than half of the study participants were deficient, and the bottom 30 percent of the group had vitamin C concentrations below the level of detection (2 micromoles per liter).

Anything below 11 micromoles per liter is considered a vitamin C deficiency.

Even in the group with the highest vitamin C levels, the typical amount was just 38 micromoles per liter. By comparison, in cataract studies in Europe and the U.S., the “high-C” groups have had levels of 70 micromoles or higher.

The findings, reported in the journal Ophthalmology, do not prove that adequate vitamin C protects against cataracts.

But it’s biologically plausible, said senior researcher Astrid E. Fletcher, a professor at the London School of Hygiene & Tropical Medicine in the UK.

Vitamin C is an antioxidant, which means it helps protect body cells from damage caused by so-called oxidative stress.

“Laboratory and animal studies show vitamin C plays a very important part in defending the lens of the eye against oxidative stress,” Fletcher explained in an email.

“The eye is particularly vulnerable to oxidative stress as the ‘seeing’ organ of the body,” she added. “Light is essential for vision but light is also very damaging. The lens absorbs ultraviolet radiation, a major source of oxidative stress.”

But that biological plausibility does not mean that older adults should load up on vitamin C supplements to ward off cataracts.

Fletcher said the current findings have relevance primarily for India, where people’s vitamin C levels are generally low. They might also have implications for other lower-income countries, she added, but those studies have not been done yet.

In Western countries, studies have come to conflicting conclusions as to whether people with high vitamin C intakes have a lower cataract risk.

What’s more, clinical trials that have tested high doses of vitamin C and other antioxidants for preventing cataracts have failed to show a benefit.

One reason, Fletcher noted, may be that well-nourished people in high-income countries already have fairly high vitamin C levels, and an extra dose from a pill has little benefit to offer. Vitamin C is water-soluble, and excess amounts are quickly excreted from the body.

Another possibility, according to Fletcher, is that taking a few nutrients in pill form simply does not mimic the effects of a good diet.

Foods high in vitamin C include citrus fruits like oranges and grapefruit, green and red peppers, kiwifruit, strawberries, broccoli and tomatoes. In the U.S., the official recommendation is for men to get 90 milligrams of vitamin C per day, while women should get 75 milligrams.

In this study, most older Indian adults were getting well below that.

If extra vitamin C was shown to lower cataract risk in India, the benefits could be substantial.

“India has the highest burden of blindness in the world,” Fletcher said, “and the main cause is cataract.”
